Milken-Penn GSE Education Business Plan Competition 2022 for entrepreneurs worldwide.

Thanks to its dynamic ecosystem, the Milken-Penn GSE Education Business Plan Competition (EBPC) celebrates goal-oriented projects that address persistent and emerging issues in education. The EBPC is open to applicants from around the world who are committed to overcoming systemic barriers to education through innovation and advancing equitable opportunities for all learners and communities.


  • Anyone under the age of 18;
  • Any Competition judge;
  • Anyone who has ever been named a finalist or winner of a prize in this contest. (However, if a previous winner wishes to participate in a new educational entrepreneurship business plan, which the University determines, in its sole opinion and determination, is unrelated to the previous winning educational entrepreneurship business plan , then the previous winning entrant may do so, subject to their meeting all other eligibility requirements.);
  • Anyone for whom it would be illegal to participate in this Contest in their legal jurisdiction of residence;
  • Any professor, lecturer, administrator, staff or other employee of the Penn Graduate School of Education. (Note: Faculty, lecturers, administrators, staff, employees, and students of the University of Pennsylvania and its schools, centers, and institutes, other than the Graduate School of Education, may enter the contest, provided they first disclosed their product or service or technology or concept or intellectual property to the University’s Penn Center for Innovation or its successor (“Penn PCI”), using the disclosure form required by Penn PCI, so that Penn PCI can determine whether the University has an ownership interest in such product or service or technology or concept or intellectual property under its Intellectual Property and Employment Policies.
  • EBPC welcomes education projects that offer innovative solutions to educational inequalities around the world, especially projects founded by and serving individuals from marginalized and historically underrepresented communities.
  • EBPC encourages candidates to work in every educational setting imaginable, from early childhood to corporate and adult education. We also welcome non-profit and for-profit submissions. Since 2010, focus areas have included:

  • Special Education and At-Risk Students
  • Open and collaborative solutions: the education ecosystem
  • Online and distance education in higher education

Finalists will be announced on September 1, 2022. Finalists will compete in the EBPC Finals presented by Catalyst @ Penn GSE on October 12, 2022.
